Thaleria secures a place in the DIGIT-TM3 Framework Contract

We’re happy to share that Thaleria, as a member of the DigiTime Consortium led by ARHS Developments, together with Accenture and Malt Community, has been awarded the DIGIT-TM III Framework Contract by the European Commission’s Directorate-General for Informatics (DG DIGIT).

DIGIT-TM III is the European Commission’s upcoming multi-supplier framework agreement for the provision of external IT and digital services between 2026 and 2030. With an estimated value of approximately €4 billion, it will ensure the continuity and evolution of digital services supporting the European Commission and other EU institutions.

This contract replaces DIGIT-TM II (2022–2026) and introduces an updated procurement model designed to reflect today’s technological and regulatory landscape. It expands the scope of services, strengthens security and data protection requirements, and includes dedicated provisions on the responsible use of artificial intelligence in service delivery.

Our Consortium has been awarded in all three Lots, allowing us to support DG DIGIT across multiple delivery models and locations. This includes far-site services delivered remotely from anywhere within the European Union, near-site activities in Brussels and Geel supporting core administrative and operational systems, as well as services provided from Luxembourg and several Joint Research Centre locations, including Ispra, Sevilla, Karlsruhe, Petten, and Grange, contributing to scientific platforms and data-intensive environments.

DIGIT-TM III covers the entire lifecycle of digital solutions, from project and service management, business analysis, architecture, and UX/UI design, through software development, integration, testing, and deployment, to ongoing operations, maintenance, user support, business intelligence, data engineering, and advanced analytics capabilities.

The framework operates as a multi-supplier Time-and-Means contract with reopening of competition, where services are delivered on a daily-rate basis for experts provided and accepted under standard supervision procedures. With the possibility of extensions, it will run for 48 months.

DIGIT-TM III plays a key role in supporting the European Commission’s Digital Strategy and the wider Digital Europe Programme, contributing to the modernisation of IT infrastructure, strengthening digital resilience, and enabling secure, efficient and future-ready services across EU institutions.
