Under this Framework Contract (EP-ITEC/LUX/2025/OP/0003), our consortium ranked 2nd in the cascade for Lot 3 – Supporting & Steering Business Systems (Brussels & other locations) and 3rd for Lot 2 – Core Business Systems (Luxembourg).

Over the next 5 years, we will support the European Parliament across the full lifecycle of its information systems: the contract covers the design, consultancy, development, deployment and maintenance of information systems, including the development of new systems as well as the tailoring and maintenance of existing ones and their integration with other applications. It also includes systems whose primary purpose is the dissemination and publication of information on the Internet and Intranet, supporting the way the Parliament shares its work with citizens and staff.

With a combined maximum ceiling of nearly €190 million for the two lots (€105.7 million for Lot 2 and €84 million for Lot 3), this award reflects the scale of the European Parliament’s digital ambitions. We are honoured to contribute to the systems that support the daily work of the institution that represents more than 450 million European citizens.

We are especially happy to achieve this result with partners we know well. Together with AlmavivA, Westpole and Tremend, we have already joined forces on several major European Framework Contracts, and this new award further strengthens a collaboration built on trust and complementary expertise.

Many thanks to all our partners in the Quirinum Consortium for their commitment, we’re excited to build together a strong presence within the EP over these next 5 years!

We are proud to announce that Thaleria, as a member of the Quirinum Consortium led by AlmavivA de Belgique, together with Tremend and Westpole Belgium, has been awarded two lots of the ITS26-DEV Framework Contract for the Development and Maintenance of Information Systems of the European Parliament.

Under Competition MC03 (LISA/2025/DPS/0008), our consortium ranked 1st out of 4 contractors and will support the development and maintenance of the Shared Biometric Matching Service (sBMS), one of eu-LISA’s core interoperability systems.

Over the next 48 months, we will contribute to the design, development, testing, maintenance, and operational support of sBMS and its related components. The work covers the full application lifecycle, including application evolution, corrective, adaptive, preventive, and perfective maintenance, as well as application support in operations, helping ensure the reliability and continuous improvement of one of the EU’s key shared biometric platforms.

With a maximum ceiling of €53 million, this contract further strengthens Thaleria’s long-standing collaboration with eu-LISA.

As one of our main European clients, eu-LISA has been an important part of Thaleria’s journey for several years. Alongside our participation in the EXTRA-NG Lot 1 Framework Contract for ICT Services, this new award further reinforces our commitment to supporting the Agency’s mission and contributing to the evolution of some of Europe’s most critical digital systems.

eu-LISA is responsible for the operational management of large-scale IT systems that support border management, migration, security, and justice across the European Union. The Shared Biometric Matching Service is a key component of this ecosystem, providing a common biometric capability that enables secure and reliable identification across multiple European information systems. Supporting the development and evolution of these systems means contributing to the digital infrastructure that helps keep Europe connected, secure, and interoperable.

We’re happy to continue this journey alongside partners that we know well and trust, and we look forward to delivering another important project together.

Many thanks to our partners for their trust in us. We’re excited for what lies ahead.

DIGIT-TM III covers the entire lifecycle of digital solutions, from project and service management, business analysis, architecture, and UX/UI design, through software development, integration, testing, and deployment, to ongoing operations, maintenance, user support, business intelligence, data engineering, and advanced analytics capabilities.

The framework operates as a multi-supplier Time-and-Means contract with reopening of competition, where services are delivered on a daily-rate basis for experts provided and accepted under standard supervision procedures. With the possibility of extensions, it will run for 48 months.

DIGIT-TM III plays a key role in supporting the European Commission’s Digital Strategy and the wider Digital Europe Programme, contributing to the modernisation of IT infrastructure, strengthening digital resilience, and enabling secure, efficient and future-ready services across EU institutions.

This certification assures our clients that we have effective security controls in place to protect their information, thereby maintaining its confidentiality, integrity, and availability.

The journey to obtaining these certifications required significant effort from the entire Thaleria team. We implemented multiple policies, conducted thorough risk assessments, and made technical changes to comply with the stringent requirements of ISO 9001 and ISO 27001. This collective effort ensures that we not only meet but exceed industry standards.

These certifications also play a crucial role in our business strategy, particularly in managing bids and securing larger, more complex public tenders. After less than 3 years of existence, Thaleria is very proud to announce that the company has reached a symbolic milestone: the 100-staff mark.

Despite the challenging context presented by the worldwide pandemic, the company has managed to keep growing, going even further than initially expected. And a big part of this growth was focused inside, with the strengthening of the main departments, as well as the creation of the Bid Management department and a new entity in Portugal.

These new developments are a reflection of some of Thaleria’s main goals and ambitions for the near future – to quickly develop its capacity to participate in and win European public calls for tender, as well as then deliver the needed teams and projects.

After only 3 years of existence, Thaleria has reached the symbolic milestone of 100 employed staff.

The first 100 milestone

This summer marks another important step in Thaleria’s international expansion: the creation of its second entity, Thaleria Portugal.

This new branch, based in Lisbon, is part of the company’s desire to develop its tendering capacities. While the Bid Management department will be in charge of winning European public tenders, Thaleria Portugal will focus on the delivery part, providing consultancy and nearshoring services.

In due time, it is also the company’s intention to use this branch to kickstart its business development into the local Portuguese market.
